This can be determined by one movie, but also not. Y’all can pick an era to pull the soundtrack from, but if you all choose one movie, then we can assume the composers of that movie are the ones working on it throughout the series.

Also, an honorable mention to Destroy All Monsters, which came in 3rd place, with (I think) 6 votes, compared to Final Wars' 19 votes, and vs Destoroyah’s 20 (kinda, the tie breaker was chosen weirdly.)
