Purge valve notice

Could this be a bad purge valve? The only thing that happens is when I refuel and start the car, the rpm’s drop to 400 and it cuts out occasionally. The car starts after a 15-20 second wait, and starts like normal every other time - until I refuel again. Only happens on refueling.

I’m no mechanic - just seeing if anyone else experiences this.
