Neighbor smoking weed

Hi, my neighbor has been smoking weed on and off for about 4 months now. She stopped for a month then it's started again. She is my next door neighbor and all the smell of weed comes to my house every day. It's really annoying, and the smell is unbearable for me. I have contacted the building manager about this and they basically said they can't do anything. I have called the police multiple times during nights and they said they would send someone to investigate, but no one came. What can I do about this?

I live in Tampere. I would really appreciate any help or suggestions!

Update: Thanks everyone for the suggestions! I contacted property manager and she said they will investigate in the next few days. And if necessary they will give her a serious warning. Let’s see how it goes.
