Higher quality copies of The Little Mermaid (1968)?

This short animated film from the Soviet Union might be the best adaptation of Christensen’s story, and it’s so beautiful it almost made me cry just from looking at it. Unfortunately, I haven’t been able to track down anything better than some bootleg copies on Youtube that look rather crappy due to all of the compression artifacts of uploading to YT. Is there any way to watch it with better quality, or maybe even purchase it on a physical format?
