Found Queen Amidala, what's in her hair?

It was the best photo I could get because she's at an awkward angle, but I nearly bought her today while thrifting. I was about to walk off with her when I noticed the stuff in her hair (second photo). Is it mold? I mean it also looks like baby powder 😭

Will also be making a follow up post with a couple finds I DID grab. Pretty excited about one of them in particular :)
