Which New Decks Can Compete From Special Booster Ver.2.0 [BT18-19]?

I was looking at trying to hop in Special Booster Ver.2.0 and build a new deck. Which of the Ryugumon, Royal Base, ZeedMillenniummon, EmperorGreymon, MagnaGarurumon, and Lucemon decks are considered viable Tier 2 decks? I don't necessarily like to grab Tier 1 decks in the TCGs I play, but I gravitate toward viably competitive Tier 2 decks.
