I need help with beanie dimensions for a toddler please

I’m making my 2.5 year old nephew a beanie for Christmas and his head circumference is 21 inches, does that mean I need to keep making rows until I reach 21 inches?? Sos I’ve only ever made beanies for myself and am not used to having to measure
