Why is my available credit not the difference between my credit limit and my outstanding balance?

I have a Wells Fargo credit card. My account says that my outstanding balance is $1630.33 and my crefit limit is $4600.00, but that my available credit is only $590.00 left. Why is this the case, and how do I fix it?
