Infrequent player

Hi, I'm looking to get nuked on settler difficulty so I can learn how to handle cleanup

It has only happened to me once, playing as mali on the world map with one of the europeans trying to take the suez canal part of the world. I could clear that up with builders bought from the 6 surrounding cities and the victim city itself bought with gold on the turn the nuke hit.

I just learned the nuclear gandhi meme, my previous attempts had the enemy I'd seen do it to others most as indonesia

so

if I start afresh, on the world map so I can accurately predict their resources, who do I need to take OTHER than gandhi, now i know he's been reprogramed TO do it BECAUSE of a meme they promoted to their real mechanics

and is there someone specific I should be playing to provoke him?
