Hate World Congress - is GS worth it ?

Started a new game and forgot to select Gathering Storm

A couple of turns in and I notice no governors, no flood tiles, but did not miss the World Congress

obviously World Congress is totally nuts, but governors are a bit gimmicky too

I kind of miss the randomness of the natural disasters

Is Gathering Storm worth it over stock Civ6 ?
