What's stopping people from just showing up at the licensing exam and giving it a shot?

Thinking of all the Izukus and Shinsoes and whoever elses out there who didn't or couldn't make it into the hero course. I don't think there's anything to stop them from just giving a go, right? I'm not even sure there's a limit to how many times they can try!
