How to transfer from one capital one bank (360 performance) to another capital one bank account (checking)?

I need to transfer money to my brothers account who also have capital one account. I tried adding an external bank account to facilitate the transfer. But it is throwing an error. What would be the best and most efficient way to send the money? It’s somewhat urgent, and the amount involved is significant ( around 30k USD).
