JFK passport queues well over 2 hours

Landed in JFK almost 3 hours ago and have been in the passport control queue for over 2 hours. One man is on the desk now, started with 3 and went down to one about an hour ago. I think I have another hour to go. I’m international but the U.S. queue also only has one control officer.

A) is this typical? if not is there a logical reason why it’s so bad? B) can I get anything out of this? We’ve had no access to water for 2 hours and no communication or sign of it stopping it feels crazy. C) any advice on how to not go mad from exhaustion appreciated.
