How to deal with this guy?

I got a friend 'X' who is great a manipulating people into doing stuff he wants . I simply don't get it what is he trying to do for himself ,ill mention few experiences ..once to show he is in command he simply asks everyone the already know info and comments them to do something ( work task in a technical/social club of a college) My personal experience I was known in my club to not do much work and crack jokes ...yeah I'm that kinda person but i always fucking complete the work given to me and me being the chairman of a domain in club ...i cordinate very well with my members and get the work done ...when I don't have anything to do i simply crack jokes with other guys who aren't doing anything as well....so that's me ... what happened was i was supposed to go get permission for some club related work from another college which is near my house and now that fucking Guy X .. manipulates so that he can go get the permission and when he left for the college ..he called up to say hes leaving and I asked to call me once he reaches...time goes by and I called thrice to ask if he has reached and that shit head gets the permission and calls while leaving and lies that he called but network was off and now asshole can go back to the club and say that i didn't come along and that can again add on to my image of not doing any work
